Carlisle is a small city in southern Warren County, situated just south of Franklin along the US-35 corridor. If you own a home in Carlisle and are planning to build or replace a deck, the City has its own permitting process that is distinct from both Franklin and Springboro — even though Carlisle contracts with Springboro for the building inspection portion of the work.

Who Handles Permits in Carlisle

Carlisle’s Community Development Department is responsible for issuing both zoning and building permits for projects within the City. While Community Development staff handle all zoning review, the City contracts with the City of Springboro for building plans review and inspections. All applications, plans, and fees are submitted through the City of Carlisle — not Springboro directly.

What Permits Are Required for a Deck

Decks in Carlisle require permits. The City uses a two-track process:

  • Zoning permit — reviewed by Carlisle’s Community Development staff to confirm setbacks and zoning compliance. Call ext. 212 for zoning questions. Typical turnaround is 3–5 business days for projects requiring only zoning approval.
  • Building permit — reviewed and inspected by the contracted Springboro building department, administered through Carlisle’s permit office. Call ext. 209 or email permits@carlisleoh.gov for building permit questions. Required for all new decks, deck additions, and replacement decks.

Both permit types are submitted through Carlisle — do not contact Springboro directly for Carlisle projects. All applications and construction documents must be submitted in PDF format only. If you are unsure whether your project requires a zoning permit, a building permit, or both, call (937) 746-0555 ext. 212 or email permits@carlisleoh.gov before preparing documents.

What to Expect When You Apply

The standard submittal package for a deck permit includes a completed application form, supporting construction documents (site plan, framing plan, footing plan, elevation), the application fee, and any additional information requested by Community Development. Submit everything as PDFs to permits@carlisleoh.gov.

Before digging any footing holes, Ohio law requires calling 1-800-362-2764 or dialing 811 at least 48 hours — and no more than 10 days — before excavation to have utility lines located. Mandatory for all footing excavation in Ohio.

Carlisle in the Warren County Permit Context

Carlisle’s permit structure sits in interesting company within Warren County. Its use of a contracted building inspector (Springboro) places it in similar territory as Monroe, OH, which contracts with National Inspection Corporation. Franklin, directly north on US-35, handles its own building inspections in-house but sends plumbing to Warren County. Springboro handles its own permits but routes plumbing to Warren or Montgomery County depending on the property location.

Since Carlisle uses Springboro for building plans review and inspections, the structural requirements that Springboro’s building department enforces apply to Carlisle projects as well. Our guide on what Springboro’s building department requires for deck projects covers the submittal standards, inspection sequence, and document requirements that apply to your Carlisle build.

For a detailed look at how the neighboring city of Franklin handles its deck permit process, our guide on deck permits in Franklin, OH covers the Building Permit plus Accessory Use Permit structure that applies just north of Carlisle in Warren County.
