If you’re planning to build or replace a deck in Monroe, Ohio, the permit process has a few wrinkles worth understanding before you start. Monroe handles zoning in-house but uses a third-party contractor for building plans review and inspections — and what permits you need depends specifically on your deck’s size and how it connects to your home.
First: Understand Monroe’s Permit Structure
The City of Monroe Development Department is responsible for issuing both zoning and building permits. However, for building code review and inspections, the City contracts with National Inspection Corporation (NIC), a third-party firm based in Dayton. NIC has provided these services to Monroe for over 20 years. This means permit questions have two different points of contact depending on what you’re asking about.
What permits you need depends on two factors: whether the deck is larger than 200 square feet, and whether it serves as a point of egress from your home.
| Deck Type | Zoning Permit | Building Permit |
| Any deck, any size | Required — always | Not required if under 200 sq ft AND not a point of egress |
| Deck over 200 sq ft | Required | Required regardless of egress |
| Deck serving as point of egress | Required | Required regardless of size |
| Small freestanding deck (≤200 sq ft, not egress) | Required | Not required |
What “point of egress” means: If you can step out from your back door directly onto the deck, it’s a point of egress — even if the deck is technically a detached or freestanding structure. This means nearly all standard rear deck projects in Monroe require both a zoning permit and a building permit.
If you’re not sure which combination of permits your project requires, call the Development Department at (513) 539-7374 ext. 1019 or email planning@monroeohio.gov before preparing documents.

Building Codes in Monroe
Monroe enforces the following codes for residential projects:
- 2019 Residential Code of Ohio (RCO) — governs structural requirements for decks including footing depth, framing sizing, guardrail and handrail heights, stair geometry, and ledger attachment
- 2017 NFPA 70 (National Electrical Code) — for any electrical components
- Ohio Energy Code based on 2018 IECC
- 2018 IFGC (fuel gas code) — for outdoor kitchens or gas connections
Ohio’s frost depth requirement is 32 inches, which means all deck footings must extend at least 32 inches below finished grade. This applies to both attached and detached deck projects in Monroe.
What to Submit: Zoning Permit
All zoning permit applications require a completed Application for a Zoning Permit form along with supporting documentation and the applicable fee. Download the current form from the Forms and Handouts page at monroeohio.org, or request a paper copy at the Development Department front desk.
For a deck project, the supporting documentation for your zoning permit includes at minimum:
- A site plan showing your property boundaries, existing structures, and the proposed deck drawn to scale with dimensions and distances to all property lines
- Basic project information — size, height above grade, materials, and how the deck connects to the house (if applicable)
Zoning permit review takes 3 to 5 business days for projects requiring only zoning approval. This window does not include any time required for Board of Zoning Appeals, Planning Commission, or City Council review if a variance is needed.
What to Submit: Building Permit
If your deck requires a building permit (over 200 sq ft and/or a point of egress), the building permit application is submitted through the City of Monroe, not directly to NIC. The building permit package for a deck typically includes a completed Application for a Building Permit (available on the Forms and Handouts page) plus detailed construction drawings: footing plan, framing plan, elevation drawing, guardrail and handrail details, and stair details.
For questions specifically about building permit requirements, fees, or what construction drawings need to show, contact NIC at (888) 433-4642. NIC handles building code review — the City handles permit submission.
Permit Fees
Fees for both zoning and building permits are paid through the City of Monroe Development Department. Current fee information is available on the Forms and Handouts page at monroeohio.org, or by calling (513) 539-7374. Confirm current fees before submitting, as they are updated periodically.
Permit Validity
Most permits in Monroe expire after six months. If you need to replace or rebuild an existing deck, permits are required as if the structure were brand new — there are no reduced requirements for replacement projects.
Required Inspections
All inspections under the building permit are performed by NIC. Schedule by contacting NIC at (888) 433-4642. The standard inspection sequence for a residential deck under the 2019 RCO includes:
- Footing inspection — before concrete is poured; verifies hole diameter, depth (minimum 32″ in Ohio), and location matches approved plans
- Framing inspection — before decking boards are installed; covers ledger attachment, joist hangers, beam sizing, post connections, and all structural fasteners
- Final inspection — when all work is complete including stairs, guardrails, and handrails; the deck cannot be used until this passes
For projects requiring only a zoning permit (no building permit), a final zoning inspection is performed by City Development staff. Contact the Development Department at (513) 539-7374 to schedule this.
Before You Dig: Ohio Utility Notification
Ohio law requires calling 1-800-362-2764 or dialing 811 at least 48 hours — and no more than 10 days — before any excavation. The Ohio Utilities Protection Service (OUPS) will mark buried utility lines across your property. This is free, mandatory, and applies to both hand-dug and power-augered footings.
HOA Coordination
Monroe’s newer subdivisions — particularly those developed in the 2000s and 2010s as the city grew rapidly along the US-63 corridor north of West Chester Township — include active HOAs with architectural review requirements. City zoning and building permits are entirely separate from any HOA approval. Pull your CC&Rs and confirm whether exterior additions require prior Board approval before submitting anything to the City. Submit your HOA application at the same time as your City permits to avoid sequential delays.

Monroe uses a third-party building inspector (NIC) rather than an in-house building department — a structure that differs from neighboring West Chester Township, which goes through Butler County Building. For a side-by-side look at how the permit process works across the county line, our guide on West Chester Township’s deck permit requirements covers the Township and Butler County building tracks in detail.
For a comparison of how a standalone city building department operates versus Monroe’s contracted-inspector model, our overview of how the City of Mason handles residential deck permits in nearby Warren County shows the single-application, in-house approach that many Cincinnati-area cities use.
