Springboro is one of Warren County’s fastest-growing communities and consistently ranks among Ohio’s most desirable places to live. If you’re planning to build or replace a deck in Springboro, the Building and Zoning Division requires permits and inspections completed before the structure is used. This guide explains the full process, including a few Springboro-specific requirements that catch homeowners and contractors off guard.

Does My Deck Project Require a Permit in Springboro?

Yes. The City of Springboro Building and Zoning Division explicitly lists decks as projects requiring a building permit. Permits are required for new construction, additions, alterations, accessory structures, decks, sheds, and fences. The Building Division is State of Ohio certified to inspect all types of construction. Springboro enforces the 2019 Residential Code of Ohio (RCO) with the 2023 NEC adoption for electrical components.

Two Steps Before You Build: Zoning Certificate First

Under City of Springboro Code Section 1283.05, no building permit shall be issued until the applicant has first obtained a zoning certificate. The two steps must happen in order:

  1. Zoning certificate — issued by the Zoning Division confirming your project complies with Springboro’s zoning ordinance (setbacks, use, lot standards). Contact Zoning Inspector Dan Fitzpatrick at (937) 748-6845 for setback requirements and zoning questions before preparing plans.
  2. Building permit — issued by the Building Division after plans review confirms compliance with the 2019 RCO. Cannot be issued without the zoning certificate.

Starting on the building permit application before obtaining the zoning certificate will delay your project. The zoning certificate step confirms your deck’s location, setbacks, and use compliance before the structural review begins.

Deck Setback Requirements in Springboro

Springboro’s codified ordinances include specific deck setback standards under Section 1272.03:

  • The outer perimeter of a detached deck may extend into a required side or rear setback area, but in no case shall be located closer than 5 feet to a side or rear property line.
  • For decks attached to the principal structure, the setback standards of the applicable zoning district govern. Confirm with Zoning Inspector Dan Fitzpatrick at (937) 748-6845 before finalizing your deck footprint.

PDF-Only Submission Policy

Since January 1, 2022, all applications and construction documents must be submitted in PDF format only. Hardcopies are no longer accepted. This applies to permit applications, site plans, construction drawings, and all supporting documentation.

What to Submit with Your Building Permit Application

Download current permit application forms from the Permits & Applications page. Review the Residential Inspection Guide (PDF) and the Is a Permit Required? guide before preparing documents. For a deck, the standard submittal package includes:

  • Completed building permit application (PDF)
  • Site plan showing property boundaries, existing structures, and proposed deck location drawn to scale with dimensions and all setback distances to property lines
  • Framing plan showing joist and beam sizes, grade, spacing, and span direction; ledger board size and attachment method if deck is attached to house
  • Footing plan showing post hole locations, diameter, and depth (minimum 32″ in Ohio)
  • Elevation drawing showing deck height above grade, stair location, and guardrail and handrail details

Contact Chief Building Official Tad Stoll at (937) 748-5780 or tad.stoll@cityofspringboro.com if you have questions about plan requirements for your specific project scope before submitting.

Plumbing Permits: A Springboro-Specific Consideration

Springboro straddles both Warren and Montgomery County lines. Plumbing permits are handled by the Warren and Montgomery County Plumbing Departments — not the City of Springboro. If your deck project includes any plumbing work (outdoor sink, water line, or gas line), you will need to contact the applicable county plumbing department based on your property’s location.

  • Warren County properties: Contact Warren County Health District for plumbing permits
  • Montgomery County properties: Contact Montgomery County Plumbing Department for plumbing permits

Confirm which county your property is in before assuming which plumbing department applies. If you’re unsure, call the Zoning Inspector at (937) 748-6845.

Permit Fees

Springboro’s permit fees are available on the Permit Fee Schedule page at cityofspringboro.com. Confirm current fees before submitting by calling (937) 748-9791.

Required Inspections

Request inspections by calling (937) 748-9791. All inspection requests must be scheduled by 4:30 PM the previous day. The owner’s representative must provide access to approved construction documents at every inspection by: (1) a printed copy, or (2) an electronic copy on a laptop or tablet. Electronic copies on a smart phone are NOT acceptable.

  1. Footing inspection — after post holes are excavated to frost depth (32″ minimum) but before any concrete is placed. Inspector verifies hole diameter, depth, and location.
  2. Framing inspection — after all structural framing is installed (posts, beams, ledger, floor joists) with all connectors and fasteners exposed. Decking boards cannot be installed until this passes.
  3. Final inspection — when all construction is complete including stairs, handrails, guardrails, and decking. Deck cannot be used until this passes.

Before You Dig: Ohio Utility Notification

Ohio law requires calling 1-800-362-2764 or dialing 811 at least 48 hours — and no more than 10 days — before any excavation. The Ohio Utilities Protection Service (OUPS) marks buried utility lines at no charge. Mandatory for all footing excavation.

HOA Coordination in Springboro’s Subdivisions

Many of Springboro’s residential neighborhoods — particularly those developed in the 1990s and 2000s — have active HOAs with architectural review requirements for exterior additions including decks. The City permit and your HOA’s approval are entirely separate processes. Confirm your HOA’s requirements before beginning the permit process, and submit both the HOA application and City permit application simultaneously to avoid sequential delays.
